Frans H.J.M. Coenen (1960) holds a Master’s degree in Public Administration and a Ph.D. in environmental policy planning. He has been involved in social science sustainable development research for more than 35 years. He is currently an associate professor at CSTM – the Section of Governance and Technology for Sustainability at the University of Twente, within the faculty of BMS – the Faculty of Behavioural, Management and Social Sciences of the University of Twente which he joined in 1987. Over the years his research particularly focused on local and regional sustainable development and capacity development for sustainable development. He takes a special interest in participation in sustainable development in relation to the quality of environmental decision-making.  He specialises in environmental policy planning and in public policy evaluation.  At this moment, his research and teaching are mostly focussing on the governance of and barriers in the energy transition. He is involved in several research projects in the field of renewable energy and the local energy transition.
