Gonzalo Ordóñez-Matamoros (male) is Assistant Professor, co-director of the International UT and Chinese Courses on Research Evaluation of the Science, Technology, and Policy Studies (STePS) group of the Technology, Policy, Society (TPS) Department, and coordinator of the Science, Technology and Innovation Governance at the Global South (STIG@GS) at the School of Behavioural, Management and Social Sciences at the University of Twente. He is also Professor of Policy Analysis and Design Methods, and of Knowledge and Innovation Management and Governance at the Faculty of Finance, Government and International Relations of the Universidad Externado de Colombia in Bogotá, where he is Director of the Research and Special Projects Centre (CIPE) at the same university. He holds a PhD in Public Policy from the Georgia Institute of Technology and the Georgia State University (USA), an Ms in International Economic Law from the Université de Nanterre -Paris X (France), an Ms in International Economics and Economic Development from the Université Paris I-Panthéon-Sorbonne (France), and an Bs in Finance and International Relations at the Universidad Externado de Colombia. He was (i.a.) Executive Director of the Colombian Observatory of Science and Technology and consultant to the Inter-American Development Bank, the World Bank and the European Commission. He is the President of the Red de Gobernanza y Gestión del Conocimiento, la Ciencia, la Tecnología y la Innovación (Red GCTI), and has conducted research, ex-post evaluation and foresight studies of knowledge, science, technology and innovation policies and programmes focusing on emerging economies in the Global South.

Research on Science, Technology and Innovation Policy and Governance at the Global South; Research evaluation and performance assessment; determinants, processes and impacts of international research collaboration; and foresight and strategic planning involving research policy and funding institutions.

Research on Public Policy Making; the role of the policy analyst and entrepreneur; policy analysis, design and evaluation methods and practices; policy coordination and regional integration; multilevel governance challenges; and local policymaking and institutional capacity in Latin-America.

MORE 3. Study Support data collection and analysis concerning mobility patterns and career paths of researchers

The MORE III study aims at updating, improving and further develop the set of indicators of the MORE2 study in order to meet the need for indicators over time and assess the impact on researchers of policy measures introduced for the development of an open labour market for researchers. This study gathers data to highlight emerging policy needs and priorities regarding mobility patterns, career paths and working conditions of researchers. The study carries out two surveys: the first one addressed to researchers currently working in the EU (and EFTA) in higher education institutions (HEI) and the second one to researchers currently working outside Europe.

Res-Agora -Responsible Research and Innovation in a Distributed Anticipatory Governance Frame. A Constructive Socio-normative Approach

The major goal of the Res-AGorA project is to develop a normative and comprehensive governance framework for Responsible Research and Innovation (RRI). This is a contribution to the EU ambition of becoming a genuine Innovation Union by 2020 striving for excellent science, a competitive industry and a better society without compromising on sustainability goals as well as ethically acceptable and socially desirable conditions.

Forward Visions on the European Research Area -The VERA project

The VERA project aims to provide relevant strategic intelligence for the future governance and priority-setting of the research, technology, development and innovation (RTDI) system in Europe and for better adapting science, technology and innovation policy to the shifting global environment and upcoming socio-economic challenges. For this purpose VERA carries out an in-depth stocktaking of RTDI related forward looking activities in Europe and internationally and a thorough review of trends and drivers of long-term change of European RTDI governance. On the base of these insights VERA develops scenarios on the evolution of the European Research Area, assesses the critical issues for the ERA’s future capabilities emerging from these scenarios, explores subsequent strategic options and ultimately generates a set of policy recommendations for responsive and future oriented multi-level, multi-domain RTDI policy strategies.

Research and Innovation Futures 2030: From explorative to transformative scenarios

The RIF project aims to a) systematize knowledge on emerging patterns, trends and drivers of change in ways of doing and organising research in our knowledge societies, b) provide an outlook on future pathways for STI systems and practices by way of scenarios, c) assess and identify key issues of the scenarios against the background of the emerging European Research Area, and) to establish a dialogue on future perspectives for STI in order to identify strategic options and opportunities for action.
