Oskar was born and grew up in Emmen, Drenthe.  He moved for his studies to Enschede and received a BSc. in Civil Engineering from the University of Twente in 2013.

He completed his MSc. in Civil Engineering & Management (Cum laude) and MSc. in Applied Mathematics in 2016 with a thesis called “The Boundedly Rational User Equilibrium: A Parametric Optimization Approach”. After his graduation, Oskar worked as a (PhD and PostDoc) researcher at the department of Transport Engineering and Management (Faculty of Engineering Technology) and the department of Industrial Engineering and Business Information Systems (Faculty of Behavioural, Management and Social Sciences). Since 2023, Oskar is Assistant Professor at the department of Transport Engineering and Management.
